Yaroslav Kotlyarevskyy
Heads program initiatives in data and digital rights field
Yaroslav Kotlyarevskyy heads a non-governmental initiative related to data and digital rights developments that recently evolving into sectoral research and policymaking hub in the Central and Eastern European region. Currently inputs high-level analytics and expertise as Advisor to Vice-Minister of Finance of Ukraine and member of the UN GEF Small Grants Program Steering Committee member.
Yaroslav has a strong academic record in National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" as professor, in State Educational and Scientific Establishment Academy of Financial Management as Director of Postgraduate Studies Institute and Deputy Director for Scientific-Organizational Issues.
The main responsibilities there were focused on ensuring economic research excellence and administration of training support in measures of public funding programs as well as turn-key expertise for international technical assistance projects. During the past decade Yaroslav has been successfully participating in independent assessment, peer-review and civic engagement initiatives, as though: executive secretary of the Scientific Financial-Economic Council of the Ministry of Finance of Ukraine (2012-2016), member of Scientific-Expert Board of the State Financial Monitoring Service of Ukraine (2013-2017), member of Working Group for financial governance of science and education development of the Verkhovna Rada Committee for Science and Education (2014-2018), expert of "Economics" section of the Scientific Board of the Ministry of Education and Science of Ukraine (2018-2020), coordinator of high-level working group "Digital Threats To Democrasy (2020).
Yaroslav's gained expertise and research profile is various with an interdisciplinary essence. The profound experience related to international technical assistance project was acquired in measures of bilateral Ukraine-Kingdom of Netherlands program «Raising qualification of civil servants in the domain of public finances of Ukraine» (2011-2014), project «Development of a mechanism for financing the social services for vulnerable population groups (children)» implemented by UNICEF (2013-2016); project «Study on state support to undertakings in Ukraine» under program «Harmonisation of public procurement system in Ukraine with EU standards» (2014-2015);Organization for Security and Co-operation in Europe collaboration concerning projects related to new legislation implementation and national risk assessment in anti-money laundering and combating financing terrorism» (2014-2016).
Having a degree of Doctor of Sciences in Economics and professorship, Yaroslav has authored more than 150 research and policy publications, currently serves as a member of Editorial Boards of professional research magazines, such as «Finance of Ukraine», «Economy and Law», was honored for research with diploma of National Academy of Sciences of Ukraine (2018 ).
