Sergiy Maslichenko has got a PhD from Kyiv National Economic University and carried out post-doctoral research at Oxford University as a Chevening/FCO/OSF Scholar.
From 1999 to 2002, he was an adviser on energy issues to the Parliament and the Cabinet.
In 2003 he established Ukrainian Centre for Economic and Legal Analysis – a think-tank providing expertise on economic and energy issues.
In 2007 Sergiy joined the EBRD, where he was leading the Bank's energy efficiency and renewable energy business development and policy dialogue in Ukraine and later in other 37 countries of operations, contributing to EUR 2 billion investments in green energy projects. Sergiy with his team initiated and managed a number of innovative financing products and programmes, including an Innovation Voucher Programme – the first national-wide support programme for Cleantech start-ups in Ukraine.
In 2017-2019 Sergiy was a Board Director at the Green for Growth Fund (Luxemburg) which invested over EUR 600 million in 19 countries.
In 2019-2020 Sergiy served as a Deputy Minister of Energy and Environment of Ukraine being responsible for the strategy and green energy transition.
